Władysław Ortyl – Marshal of the Podkarpackie Region
Born on 27 June 1954 in Mielec.
In 1979 he graduated from the Faculty of Mechanical Engineering at the Rzeszów University of Technology (specialization in aircraft construction).
Between 1979 and 1992 he worked in Research and Development Centre for Communication Equipment in Mielec; 1979-1981 – teacher at the Secondary Mechanical-Engineering School in Mielec.
1992-1998 – President of Regional Development Agency in Mielec. In 1997 he established
a Business Incubator IN-MARR Association in Mielec. 1997-1999 – teacher at the Secondary School No. 1 in Mielec. At the same time he was a Programme Council Member of the National Association of Regional Development Agencies and Foundations in Warsaw.
From 1998 to 2005 Member of the Podkarpackie Regional Parliament, Vice-Marshal and Member of the Board of Podkarpackie Region. He was dealing with programming and implementation of European Union aid programmes, World Bank Rural Area Activation Programme, spatial planning and regional development. 2000-2003 he was a Member and Deputy Chairman of Steering and Monitoring Committees of the following aid programmes: Phare’99, Phare Economic and Social Cohesion, Phare Reconstruction, Sapard, World Bank Rural Development Programme. 2001-2003 – Member of the Supervisory Board of Industrial Development Agency in Warsaw, 2002-2005 – Plenipotentiary of the Regional Development Agency Board in Mielec, 2004-2005 – Member of the Regional Steering Committee for Regional Development Programme.
Between 2005 and 2013 he was a member of the Polish Parliament. 2005-2007, Secretary of State in the Ministry of Regional Development of the Republic of Poland. Currently, member of the European Committee of the Regions and initiator of setting up the CoR Interregional Carpathian Group, member of the COTER and ENVE Commissions. He is also a member of the National Development Council to the President of the Republic of Poland.
